Planning Department

Planning is the process by which public agencies, such as the City of Yreka, determine the intensity and pattern of various land uses in a community. Because the way that land is used and distributed in the community affects the general public, the environment and the economy, planning also involves environmental and socio-economic impact assessments, and the creation and enactment of laws and regulations to shape and implement the community's goals. It also involves analyzing and evaluating the design for the physical layout of the community, and a public approval process to facilitate balanced decision-making.

The Planning Department is primarily responsible for zoning and land use permits as well as long-range planning and local administration of State environmental review laws. Planning Department activities include the review and management of public and private development proposals, such as subdivisions, use permits, site development permits, variances, General Plan amendments, rezoning, and a variety of other planning and permitting functions.

Environmental review responsibilities are principally defined by the California Environmental Quality Act (CEQA), which requires preparation of environmental impact determinations, environmental impact reports, and coordination with other local, State, and Federal agencies. The Planning Department also provides the public with information and guidance concerning development, General Plan policies, zoning district regulations, permit procedures, and other information relevant to land use and the orderly development of the community.

The Engineering Division of the Public Works Department reviews and approves parcel maps, subdivision maps, boundary line adjustments, and plans for public infrastructure improvements.
